    The U.S. Civil Flag created in 1799 by Secretary of the Treasury Oliver Wolcott to represent Civil jurisdiction for Custom Houses and Coast Guard cutters. This flag represents the Common Law of a Sovereign nation at peace. The Civil flag was soon adopted by merchants to represent Sovereign Land ownership and Common Law jurisdiction.
